Collection development is the term used to describe all aspects of collection work including selection, duplication, maintenance, and withdrawal of dated, worn, or unneeded material, and acceptance or rejection of gift materials. The word development implies a planned approach to building the collection: analyzing it for weak areas, checking it against standardized lists, monitoring use, and replacing worn and outdated items, as well as choosing and ordering new books. Collection development is a continuing challenge for any librarian who must strive to strike the proper balance of various topics, types of materials, and reading levels as well as balancing materials chosen for popularity against those chosen for recognizable quality.

Adults read horizontally, but children read vertically. This means that most adults read on essentially the same reading level all of their adult lives. Children, on the other hand, move to books of increasing difficulty as skills grow. Children may only have a year or two when they are the right age to enjoy certain books: what is missed at that time can never be enjoyed in the same way later. Children who spend all their reading time on mediocre books may miss reading some of the best books for children.

Even though checking the shelves means missing books checked out, it allows the librarian to see and touch the books. This sounds tedious, but if a small part of the collection is done at a time, it can be a good way to become familiar with the books and to become aware of what is not there that should be, especially if it is done in conjunction with more formal statistical collection analysis. Staff should make particular efforts to examine and read new books and to regularly browse the collection.
