The latter would not mix with the former and therefore maintained a very protective attitude when it came to certain core practices such as the development of bibliographical tools which obviously could not be handed over to those primarily concerned – the public librarians. 2 illustrates these relationships. As I will soon show, this very sharp division between the two forms of librarianship which came to form what we might see as a creative tension within the institutional formation of librarianship in Sweden continued all the way down to contemporary society.

Public libraries will achieve more legitimacy if they provide services to support formal education through, for instance, learning centres. These centres function in many ways and are often, at least in Sweden, placed within or in close proximity to public libraries. They greatly facilitate information-seeking problems for students affiliated to distance learning programmes, for instance, provided by faroff universities. For university libraries and university college libraries, developments in educational policies mean an ever increasing amount of users.
