4 ORIGINS OF THE CONCEPTS OF ‘INFORMATION POVERTY’ AND THE ‘INFORMATION POOR’ The terms ‘information poverty’ and ‘information poor’ were first used in the United States in the 1970s to describe the barriers that societies, communities and individuals face when attempting to access information (Thompson, 2011: 131). However, a tendency to stigmatise informationpoor individuals was noted as far back as 1947 by Hyman and Sheatsley, who referred to ‘the chronic know-nothings’ (Sligo and Williams, 2002: 4).

They explain that, …the philosophy that underpins social inclusion – the right for every citizen to be included in society – is one that is familiar to a public library service which has always emphasised the importance of equity for all. O’Loan and McMenemy, 2005: 10 They further acknowledge that, …the public library has the capacity and the general ethos with which to encourage social inclusion, yet more effort must be made to target the groups most unlikely to use its resources. O’Loan and McMenemy, 2005: 10 Goulding (2006: 264) states that some ‘commentators and practitioners’ view the current involvement of public libraries ‘in learning as returning to the roots of the public library movement, with the potential to enhance the standing, relevance and credibility’ of libraries ‘within the community’.
