However, this coalition and the institutions that it supports will be affected by the success of industrial change: the balance of power will shift within the coalition itself (Evans, 1995; Herring, 1999). The interests of certain parties in the coalition will change as they come to rely less on state support, for example, and as they forge new relationships with actors outside the developmental coalition (Evans, 1995). Such a fracturing of developmental coalitions is evident in the dismantling of its own successful state developmental institutions by South Korea in the early 1990s and in the growing conflicts over neocorporatist arrangements in Ireland after a decade of steady growth.

Political coalitions to promote specific development strategies, and state actions in particular, shape how local and global networks articulate with one another. State action becomes a central factor shaping local capacities but also in shaping how those local capacities are realized within global technology, production, and marketing networks. The developmental state therefore, is increasingly cast in a role mediating between the global and the local, connecting them and shaping the nature of their relationship.
