The separation of evaluation and publishing decision - which is economically feasible on the internet - has the advantage that review can provide more specific information about a contribution than can be conveyed through an acceptance/rejection decision. It alIows to make additional distinctions among high quality papers. Furthermore, it allows accepting articles even if they are of interest only to a small subset of the audience. This approach is preferable over the current practice of significantly raising the bar for such articles (Whetten 1989, p 495).

On the internet, bandwidth - the capacity to transmit certain amounts of information per time interval - is a main cost block. The actual transmis sion typically does not lead to additional costs although internet access providers might adopt variable pricing schemes in the future. As a consequence the individual distribution of articles is more cost-effective than the distribution of whole issues (McKnight, Dillon & Shackle 1996, p 357). The transmission of issues has significant disadvantages in the case of variable pricing; even in the case of zero transmis sion costs the transmission of issues would unnecessarily increase bandwidth.

This significantly limits the inferences which can be drawn from a snapshot of current knowledge infrastructures. As a consequence, it is premature to empiricaIIy identify categories of knowledge infrastructures.
